Battery Status Discharged - DEAD

PPCL status indicator used to compare the value of the $BATT resident point to determine if the backup battery is discharged. The result of the comparison will be true if the battery is discharged. This function can only be used in field panels that have the ability to monitor the strength of their backup battery.
